visa issues Opt Extention Doubt... Help Plz...

Current opt is about to expire ... applied for opt extention 45 days back.. recived recipt bit no opt extention card yet... can some one still work ? If so how many days and is that period called as opt cap gap?

What is the application process for the 17-month STEM extension?
