Data dictionary is nothing but information about all your database objects at one place. It's nothing but an excel sheet you will create with different tabs, one for tables, one for procedures, one for functions ,one for views and one for triggers and synonyms if any.

In the first one you will have table name, column name, description and what it means to that table and the next column being what it means to the whole organization.

These are mainly used for auditing purposes especially if you are client is in the insurance domain field.
