US lo states receive federal spending sometimes more than federal taxes they generate. US states don't share their income tax receipts with the fed.

 

In India, states don't have the power to tax income or decide tax rates, which makes the present distribution method discriminatory against efficient states.

 

The least that could be done is, redistribution of income could be done after half of the taxes generated in the state is shared with the state.

 

Complicating matters is introduction of surcharges and cess, whose share of the central gross tax receipts has increased to around 15%. It means that states that are actually generating this cess and surcharges (industrially developed states) will still have to share this with the poor ones.

 

because there's no way to constitutionally decouple these charges and pay them back to the states.

There are several cess that state govt collects but has to contribute to the central pool. There's nothing like that in the US.
