The State of Andhra Pradesh claimed a revenue deficit of 15,691 Crore for the current financial year. It is estimated that the fledgling State’s revenue deficit in the coming 5 years will be a staggering 1.92 Lakh Crore. The Financial Commission is offering Rs. 22,112 Crore for the next 5 years. How will the new State be able to cover up the remaining revenue deficit of Rs. 1.70 Lakh Crore? Owing to the 10 per cent increase in the devolution of the Central divisible pool of taxes to States from 32 per cent to 42 per cent based on tax growth projections, the share of AP is estimated at Rs. 1,69,969 crore during 2015-20. Assuming that the 1.69 lakh crore is adjusted to cover the revenue deficit, how will the State administer, develop its Capital City, protect its farmers, create jobs, build a suitable environment for industries to flourish in the State? psycopk Posted February 25, 2015 Author Report Posted February 25, 2015 “The Finance Commission has ignored Andhra Pradesh’s situation.” - CBN on recommendations made by Finance Commission Andhra Pradesh today runs on revenue deficit, has no Capital City, and is battling for survival on a daily basis. AP was bifurcated under extraordinary circumstances ignoring the repercussions that would follow. Revenue deficit is of least relevance in the long list of challenges that the State is facing. The 14th Finance Commission’s Rs. 22,113-crore grants-in-aid is nothing more than a pain killer offering temporary respite. The disease remains and needs to be cured. A modern capital is to be built that will address the aspirations of people who feel cheated by the bifurcation. Industries are to come up, farmers are to be taken care of, jobs are to be created, services are to be enhanced, and hopes are to be restored…the State has a long way to go before all of that is to be achieved provided the Centre looks favourably on Andhra Pradesh’s dire situation. అన్నిటికీ పరిష్కారం చూపాకే విభజన చేయమన్న చంద్రబాబు మాటను పెడచెవిన పెట్టి ఆనాడు రాష్ట్ర విభజన చేశారు. ఆ సందర్భంగా నాడు పార్లమెంటులో విభజిత ఆంధ్రప్రదేశ్ కు ఆనాటి కేంద్రప్రభుత్వం ఇచ్చిన హామీలు ఇవి. అందుకు ప్రస్తుత కేంద్రప్రభుత్వ నాయకులే సాక్షి. చంద్రబాబు కేంద్రానికి వెళ్ళినప్పుడల్లా ఈ హామీలను నెరవేర్చమని అడుగుతూనే ఉన్నారు. మరోవైపు పరిశ్రమలు అన్నీ ఏపీకి వచ్చేందుకు సిద్ధంగా ఉన్నాయి. అయితే ప్రత్యేక హోదా లాంటిది ప్రకటిస్తే వచ్చే మరిన్ని రాయితీల కోసం పారిశ్రామిక వర్గాలు ఎదురుచూస్తున్నాయి. కేంద్రం జాప్యం చేస్తే పరిశ్రమలను రప్పించేందుకు చంద్రబాబు పడుతున్న శ్రమ వృధా అవుతుంది.

I think that is it, TS ki 6500 cr additional burden ithe, AP ki easy ga 8000 cr ayyuntundhi - due to that 43%... so kaki lekkala prakaram (considering all growth as neglissible), 16+8+1 (kosaru) = 25 K cr...Nakka is spot on....
