The State’s discoms will stand to lose in the long run if the existing PPAs with APGenco are allowed to continue beyond certain period, warns the People’s Monitoring Group on Electricity Regulation (PMGER). Speaking at a workshop conducted by the group ahead of the TSERC public hearings on tariff proposals, K. Raghu, the group’s member and TEEJAC Coordinator, cautioned that power purchases from AP will prove to be very expensive, especially from the Damodaram Sanjeevaiah Thermal Power Station at Krishnapatnam and the upcoming Unit IV of the Rayalaseema Thermal Power Project (RTPP) in Kadapa district. In contrast, power from Telangana’s Kakatiya Thermal Power Project at Warangal and Singareni Collieries project coming up at Adilabad will be relatively cheaper. The two projects together will contribute 1,800 MW to the grid, of which, if the PPAs are retained, 46.11 per cent will be apportioned to AP discoms. Fixed costs for RTPP Unit III are the highest at Rs.3.54 per unit, and for the fourth unit, they will escalate further. From next year, Telangana will end up paying net cost of Rs. 7.26 per unit for the 246 million units to be availed from AP. Further, capital cost for the Krishnapatnam project, he alleged, has exceeded the estimates by 60 per cent, from Rs.5 crore to Rs.8 crore per MW. “Variable cost too would be high as the project uses imported coal. Telangana could do well by sparing its citizens of the burden,” Mr. Raghu pointed. With PPAs cancelled, however, the government will be constrained to plan meticulously for one year so that agriculture does not suffer. What AP effectively supplies now is only 370 MW, and the situation will definitely ease out in the next two to three years, with the opening up of North-South corridor, and completion of KTPS Unit VII. “In lieu of the cancellation of PPAs, the government should demand 500 MW of additional power from either AP or central pool for the next two years for the common capital,” he said. If the central committee decides to let the PPAs continue, that will be the last nail in the coffin, Mr. Raghu warned. M. Kodanda Reddy from the Telangana State Kisan Congress, who spoke at the meeting, pointed out that installation of ISI pump-sets as suggested by discoms is proving to be costly for farmers as the bad quality of power supplied is burning them.
