OP,

Seems it's a triple leveraged ETF that follows the Junior Gold Miners Index. So ideally this ETF should perform thrice that of the performance of the index. If the index raises by some number, this ETF should 3 times do that. If the index goes down, this ETF would also go down three times.

 

Also note, there are also inverse ETFS available. So if you want to bet against an index, one way is to buy an inverse etf or fund against that index if available.
