Funding is not a problem since there are various sources which will fund  power projects unlike other projects because it is a revenue generator and very low probability of a loss maker. Also BHEL lanti firms second to none,  for example power from Hinuja costs beyond Rs7 /watt where as govt owned generates at Rs 3/watt. I lived in Mumbai and know how Relaince and Tata power rape the residents there 

 

Here is 2 days old news where PWC agreed to fund Rs 15,000 crores for 2 thermal plants in TS.

first of all, there's no point in talking about private power producers fleecing customers.

 

They don't even own the distribution lines. 

 

India's power tariff is unrealistically low. The numbers you've put up are outdated.
