Its about the seasons. I guess it is when the Spring starts. And if you notice, the Holi is almost at same time when the day light time saving in the US. Holi...Ugadhi...and Navroj...these have significance with the seasons..thus to the new year (after the last season). And related to uttharayanam and dhakshyanam. Its when the sun goes and comes from and to south hemisphere and the north hemisphere of east side.
