Singapore Completes Phase 1 Of Andhra Pradesh's New Capital City Plan

Singapore is helping the Indian state develop a blueprint for the city, which will be built in a decade.

SINGAPORE: The Republic has completed and delivered on schedule Phase 1 of the master plan for Andhra Pradesh's new capital city, the Ministry of Trade and Industry announced on Monday (Mar 30). Singapore is helping the Indian state develop a blueprint for the city, which will be built in a decade.

Under Phase 1, a capital region plan has been developed which proposes how the whole area can be positioned to grow economically, in the long run. This includes a recommended set of strategies to enhance connectivity with the development of urban public transport.

In the master plan, a proposed airport area has been earmarked near the capital city, with high-speed rail networks to enhance connectivity.

The plan also takes into consideration the need to protect agricultural zones and heritage areas. It will cover existing towns and cities within the capital city region, forming a big picture for how the place develops as a whole. The plan's concept for the region is one of urban sprawl - a central area surrounded by six suburban zones to prevent overcrowding in the city's core.

Surbana International Consultants and Jurong Consultants are the firms responsible for how the city will shape up. Two other phases of the master plan are slated to be delivered by the middle of this year, and more details of the actual capital city will be revealed later.

Second Minister for Trade and Industry S Iswaran said: "The next immediate priority is the capital city plan, which is the more focused 200-square-kilometre area. The master plan will give it more definition in terms of how the land will be used, and also where the key administrative and commercial areas are."

While Andhra Pradesh officials have accepted the broad vision for development, there may be modifications along the way, depending on economic needs and the situation on the ground.

Andhra Pradesh Chief Minister Chandrababu Naidu said Singapore's founding Prime Minister, the late Mr Lee Kuan Yew, was an inspiration for him in wanting to build the best new capital city possible.

He said he admired the way Mr Lee built up Singapore, and wanted his state's new capital to shape up with the Republic's expertise. Mr Naidu added: "I need Singapore's support for getting investment. I'm expecting similar support from them, only then will these plans become reality."

Singapore businesses will have opportunities to participate in the building of the city, once the master plan is complete. Mr Naidu had also met representative from several Singapore firms and explained to them the opportunities available in Andhra Pradesh.

Mr Gideon Lim, managing director of Web Synergies, said: "We're quite excited to look into other growth areas in Andhra Pradesh - the capital region has lots of potential, especially with incentives that the government of Andhra Pradesh has in mind."

Andhra Pradesh officials have promised interested parties an investment-friendly environment to spur the region's growth.
