The one near chennai was extremely successful, before Nokia pulled out last year. Now the entire ecosystem is trashed. The good news is that, Modi has moved fast and has allowed Nokia to sell off the plant. Chinese are queuing to buy it. I hope this time, there's better understanding of how build electronics ecosystems. sustaining ones.
