timmy Posted April 13, 2015 Report Posted April 13, 2015 TRAI recommends non discriminate availability of Internet, report on net neutrality to be filed in May New Delhi: Amidst raging debate over net neutrality, Telecom Minister Ravi Shankar Prasad has made a committee to look into the issues of the matter. According to sources, the committee was formed in January 2015. A report has been sought by the 2nd week of May. According to sources, the Telecom Regulatory Authority of India (TRAI) has recommended to strive for non discriminate availability of Internet. They are said to have added that the Internet is the finest creation of mind and to become global it should have access to local. As per sources, the committee comprises of six members including AK Bhargava, AK Mittal. The TRAI recommendations have been given to the telecom commission and will then it be handed over to the Telecom Ministry. The Internet is under threat in India as telecom operators have gone to the TRAI to allow them to block apps and websites and charge money from both consumers and businesses to the detriment of users. People from a cross section of society including politicians, who are not known for taking any kind of criticism lightly, and celebrities are rallying up to save the Indian Internet. Supporting the campaign to save net neutrality, thousands of Indians have voiced their support and the number is growing by the minute. Indians have sent over 1 lakh emails to TRAI over the issue through the websitesavetheinternet.in. The emails have been sent in response to the regulator's call for public consultation. The scheduled government deadline for sending in feedback will lapse in a week. The idea of net neutrality or free and equal Internet to all has garnered wide attention from across the globe. While countries like the US, Chile, Netherlands and Brazil have already adopted Net Neutrality that doesn't allow discrimination of Internet content or charge users differently based on the content, site, or platform they consume, back home TRAI has also asked for mass feedback to help formulate regulations for consuming the Internet. Though consumers appear to be majorly in favour of net neutrality, telecom companies are up in arms against the concept owing to the notion that bringing equality of Internet would cut down on their prospective revenue from the OTT services that are offered through their network, including apps such as WhatsApp, Flipkart, Skype, etc. Net neutrality means when a service provider sells you data they don't get to choose how the data is used. The idea is that the Internet Service Provider, from whom you buy your internet pack, should not under any circumstance be able to control how exactly you use it. It is up to the consumer, how they wish to spend the data that they have bought from the Internet Service Provider.

Here is your 10-point cheat-sheet on why it's a national debate now in India, and how it impacts you (NDTV is supporting the Save the Internet campaign - you can sign a petition here). 1) Net neutrality is the principle that Internet service providers (ISPs) should treat all traffic on their networks equally. That means users should be able to access all websites at the same speed and cost. No website should be given preferential treatment over another. 2) The idea is to ensure that the Internet remains a level playing field, not least because that allows innovation. If some websites are offered free or at faster speeds, the balance tips towards established players with deeper pockets. All data must be treated equally. 3) Telecom Minister Ravi Shankar Prasad has said a committee has been created to submit a report by mid-May on that "on the whole gamut of net neutrality objective, its benefits, advantages and limitations including the regulatory and technical issues." Here's a Simple Explanation ) 4) Late last month, India's telecom regulator, Trai, released a paper inviting commentsfrom users and companies on how Internet apps and services should be regulated.Some of the language in the paper had experts worried the regulator might take a pro-telco stance in its final recommendations. ( Also see: Trai's Draft on OTT Regulations Goes Far Beyond Telecom for No Reason ) 5) Airtel last week announced Airtel Zero, a platform that allows consumers free access to select apps and services with the cost of this data traffic being borne by the companies that have signed up. For example, if Flipkart signs up as an Airtel Zero partner, you will not be charged for data you use while accessing Flipkart, and Airtel will bill Flipkart for that session. 6) Of course Airtel is not alone in this, with Facebook's Internet.org operating on a similar principle, and various other apps have tied-up with telcos in the past to offer consumers free access to their services. In an interview with NDTV, an Airtel spokesperson talked about a "pragmatic" approach to net neutrality, adding, "In its pristine form, net neutrality does not exist anywhere in the world. 7) Flipkart co-founder Sachin Bansal had tweeted his support for Airtel Zero, which led to net neutrality supporters down-voting the e-commerce store's app on Google Play. 8) Deepinder Goyal, the founder of restaurant listing site Zomato joined the debate by saying he couldn't have built the service that now operates in several countries if a rival had already existed on a platform like Airtel Zero. 9) Comedy group AIB on Saturday released a video on YouTube explaining the importance of net neutrality in India, and why users needs to support this cause. In less than two days, the video has got nearly a million views. It was shared so much on Facebook that it was mistaken for spam by the social network's algorithms and removed, before being re-instated. 10) Earlier this year, the US FCC approved landmark Internet rules that would prevent broadband providers from separating online traffic into slow and fast lanes.
