Vancouver is the most expensive city in Canada. I live in the kitchener-cambridge area around 100kms from Toronto. but we have a house in Vancouver, so I know a little bit about Vancouver too.
 
You can stay in suburbs like Richmond, Burnaby, and Surrey and reach downtown easily. Vancouver has a really good transit system. But expensive. Cost of living is quite high. But it can be cheaper to rent. Everything costs a lot, pretty much like all of Canada. especially gas is very expensive in Vancouver.
 
Surrey, the biggest suburb around Vancouver has a huge Indian pop. and you can find a liveable 1 br condos for around 6-700 /month. 
 
living standards are pretty high, as is all over Canada. By that I mean, excellent public infrastructure gives the illusion of high living standards, even though one lives from paycheck to paycheck. weather is obviously similar to Seattle.
 
as for jobs - part time, I'm pretty sure there aren't enough companies around there that offer paid internship programs. I have no idea of other kind of part time work. Plenty of Indian restaurants, if that's the kind you are looking for.
 
Safety - Vancouver is as safe as Toronto. which means, very safe. compared to similar sized US cities (according to crime stats).
 
Vancouver does have a thriving digital startup landscape, but again, not too many paid internships there. There are a lot of biotech startups too.
 
Immigrants fresh of out of college can probably find a job easier, but with a ridiculously low salary.
 
In short: low salary, high costs. but a student probably doesn't need to worry too much about it.

Tnx so much for the info and yes he is into biotech,suld be good for him then.And If u feel like I m asking too many questions ,I have a final question.whats the deal with the PR over there and how soon can he get it if e starts as a student there in canada.from what I have heard is cpl of yrs and just wanna make sure if it's a myth or a true info.

I don't move around with immigrants to get a feel of what you ask about. I got my citizenship through marriage to a canadian born Indian.
