It means equal access and speed to all internet for no of data used. Just like you pay ur electricity bill for no of units used. Imagine a scenario where u need to pay extra/separate pack on top regular bill to watch TV but free units for refrigerator etc. Without net neutrality isps can charge extra for apps which or give some apps for free based on their relationship/deals.

That way you will be forced to use the apps that makes deal with ISps so no fairplay.
