NEW DELHI: After remaining in the Opposition cross hairs for long, Union HRD minister Smriti Irani on Monday finally hit back, defending herself against charges ranging from saffronisation, scrapping of the four-year programme in Delhi University, to appointing ideologues to research bodies like the ICHR.

Irani’s counter attack came when the Budget and working of the HRD Ministry was being discussed in the Lok Sabha. Refuting charges of saffronisation being carried out by the HRD Ministry, she said,   “Education will be provided within the purview of the Constitution, this is our pledge to the students.”

Irani started her speech by attacking the erstwhile UPA Government for violating the IIT Act by entering into an MoU with Mauritius to build an IIT campus there.    “Why was tax payers’ money wasted in agreeing to build a campus there? Why the UPA Ministers were silent and went against the Parliament?” Irani said, thus explaining the rationale behind her ministry’s decision to scrap the MoU.

Next she explained the reason behind doing away with the four year undergraduate programme of Delhi university, a decision that had led to the accusation of her interfering with the autonomy of an institution.

“We had found out that over 77,000 students were enrolled in 40 programmes not approved by even the President. If we stopped an illegal step by interfering, why are they worried?” Irani said attacking the Opposition benches. She countered charges of stacking party or RSS ideologues in bodies like ICHR by giving the example of historian Purbi Roy, whose husband was a CPM Rajya Sabha  MP.

“Then there is Sacchidananda Sahai in ICHR who was appointed by the UPA. The inquiry panel of Vishwa Bharati is headed by B B Dutt, a Congressman; J K Ray, whom the UPA had appointed as head of institution was made a national professor. Is it a crime?” she said.

Reacting to the charges of Budget cuts for her ministry, she said that in 2013-14, the utilisation was 92.9 per cent, which had increased to 97.69 per cent in 2014-15. She said as the states would have more funds after the 14th Finance Commission there was no issue of Budget cuts affecting any programme.

Upsets TMC MP

In between her speech, Smriti Irani ruffled a few feathers as she replied to remarks by TMC MP and Harvard historian Sugata Bose that her ministry was helpless in event of the slash in funds.

Telling him to sit down, she accused Bose of “misleading” the House by referring to Anil Kakodkar’s resignation saying he was very much working. “Eminence per se is not a certificate for you to pass snide remarks. Eminence is the responsibility in you to hear the other side of the story as well,” Irani said in a frontal attack on Bose.

A visibly peeved Bose later said that never since his primary school days has he been asked by anyone to sit down, the way minister has asked him to. He accused the minister of arrogance and asked her to express regrets to which the minister retorted there was no chance

New Delhi, April 27: No question of regret. Period.

A combative Smriti Irani today refused to say sorry in the Lok Sabha after being accused of pointing a finger at Trinamul MP Sugata Bose and telling him to sit down when the history professor intervened during a reply by the HRD minister.

She also repeated the words "have I committed any sin?", as she rubbished a "chargesheet" on her alleged non-performance.

Smriti was replying to a debate over demands for grants when Bose tried to raise the issue of reduced budgetary allocations for her ministry. She apparently asked him to sit down. After she had completed her reply, Trinamul MP Saugata Roy sought an apology, saying the "way she raised her finger at an eminent historian like Dr Sugata Bose is just not acceptable".

"There is no question of a regret," Smriti retorted. "My humble submission is that eminence per se is not a certificate to mislead the House."

The reference was to a discussion last Friday, when Bose had brought up IIT Bombay chairman Anil Kakodkar's resignation following differences over selection of some IIT directors. Ministry sources have said Kakodkar has agreed to continue till his tenure ends next month.

After Smriti refused to apologise, Bose spoke of his new experience. "...I have not even since my primary school days been asked by anyone, when I have stood up respectfully, to sit down in the way that the HRD minister of this country did today," he said.

Sources said the minister's "aggression" was probably a result of unconfirmed reports that she might be dropped or shifted to a low-profile ministry as the Prime Minister wasn't satisfied with her workthat Am I biased? the number of . The remark was aimed at Tharoor.

Smriti, however, sought to make MPs happy, saying she would try to increase their yearly reference quota for admissions in central schools from six to 10.
