Telangana Varsities To Go Ahead With Credit System

HYDERABAD: The Telangana State Council of Higher Education (TSCHE) on Thursday announced that the Choice Based Credit System (CBCS) would be implemented in universities in the state from the coming academic year 2015-16. 

"The Centre and the University Grants Commission (UGC) had asked us to implement a uniform evaluation system. Since CBCS offers greater choice to students, we decided to go ahead with it," said T Papi Reddy, chairman of TSCHE, in a press conference. After seeking opinion from vice-chancellors of various varsities, TSCHE directed officials to start preparations for implementing the new system at the under-graduate level. The CBCS has three core components - core course, elective course and the ability enhancement course. The new system will give students the freedom to study subjects of their choice apart from core subjects. For example, if a science student wants to earn credits by learning a commerce subject, then CBCS gives the student the freedom to do so. It will also ensure seamless mobility to students across the higher education institutions in the country. 

Under CBCS, exams will be conducted semester-wise. Draft syllabus for 19 under-graduate courses has already been prepared by the UGC. 

However, concerns over recruitment of faculty members in degree colleges remain. "We will urge the government to recruit more teachers for better implementation of the system at district level," said Papi Reddy. "The government is also planning to release funds to improve infrastructure as per CBCS for 56 colleges in the state," he added. 

The nodal college for implementation of CBCS is yet to be finalised, said TSCHE officials.

Telangana varsities, colleges get Rs 132 cr boost

 

HYDERABAD: The Centre has approved funding of Rs 132 crore for the next five years under the 12th outlay plan to develop infrastructure in Osmania University and Jawaharlal Nehru Technological University (JNTU), Hyderabad as well as 33 colleges across Telangana.

An amount of Rs 65 crore for financial year 2015-16 under the Rashtriya Uchchatar Shiksha Abhiyan (RUSA) was cleared on Thursday and the rest will be released in phases, officials said.

Both OU and JNTU (H) will receive a grant of Rs 20 crore each this year. "NAAC accreditation is mandatory for RUSA funding. Since OU and JNTU are the only varsities which have the accreditation in the state, the grant will go to them," said T Papi Reddy, chairman of Telangana State Council of Higher Education.

Under RUSA, the human resource development ministry's new scheme, funds for infrastructure development would be released to two universities and 33 colleges in every state. Also, part of the funds would go to setting up a model degree college (MDC) and to upgrade three degree colleges to MDCs. The scheme will be funded by the Centre and the state government in the ratio of 65:35.

If varsities strictly follow RUSA guidelines, they will continue to receive funds, unlike the University Grants Commission (UGC) that releases funds only once,

Papi Reddy said.

The model degree college would be set up in Adilabad district for Rs 6 crore and three degree colleges in Hussainialam, Karimnagar and Warangal would get a funding of Rs 2 crore each for upgrading to model degree colleges.

Of the 33 colleges to get funding, six each are in Karimnagar and Medak, five in Mahbubnagar, six each in Khammam and Warangal, two in Hyderabad and Nizamabad and one in Nalgonda.

The current financial year's budget estimate for RUSA is Rs 1,155 crore. Keeping aside Rs 900 crore as central share, the state share would come to Rs 900 crore as per the expected sharing ratio of 50:50. This mean, total allocation for the year is Rs 1800 crore.
