SupremeIndian Posted May 10, 2015 Report Posted May 10, 2015 "Capital City Agreement details with Singapore are confidential and cannot be shared": AP Govt Does CBN really looking for good capital or all these days the capital hype is just for real estate ? Use your brain! Why would Japan and Singapore at government level agree to this if it's to create hype? Do you think those countries, which are both highly developed and maintain transparency will blindly agree to a massive project like this? What are his plans ? His plan to revive a long neglected region of Andhra Pradesh in the hope of creating a modern city which will hopefully create employment to lakhs of people. How many farmers have given their land to Govt so far ? Almost 33,000 acres have been agreed by the farmers. Farmers handed over papers for 13,000 acres as of last week. What about those farmers who didnt give their land ? Land Acquisition Act will be invoked to take those lands or else they will be left as 'agriculture-only' lands for a period of time. Can govt take remaining farmers lands according to land acquisition without any hurdles ? There is of course be hurdles. This is India and is known to be one of the worst countries in managing infrastructure projects. When will the capital construction work starts ? Once the master plan is ready. We should expect foundation stone to be laid by July. How much money do AP govt need to build capital ? AP Government estimated around 6000cr investment (government + private) per year for the next 15 years. So ~90000cr going by this estimate. Why is Singapore preparing the master plan for free ? They are looking for a stake in the development of one of the largest planned cities in India and they happen to have the expertise in it. By being the master developer in this project, they would like to use this opportunity for their companies to grow in India. This can be seen as a 'showcase' project. Is swiss challenge the best way to select the master developer ? Not sure if it's the best way. Maybe it's a bit biased towards one entity. In all reality, Singapore government will end up being the master developer. They are already claiming the largest stake in this along with Japanese government. Also, the oil-rich Qatar government is also holding talks at government level for huge investments in this city. So many doubts for AP people. Dont know where AP is heading My replies in marked in red.

athletics Posted May 10, 2015 Report Posted May 10, 2015 LOl nakka pedda plan tho unnadu farmers rod pettanaki AP rejects RTI query on capital master plan HYDERABAD: In a development that has right to information (RTI) activists up in arms, the Andhra Pradesh government has refused to part with details of the memorandum of understanding (MoU) it signed with the Singapore government on preparing the master plan for the new capital of the residuary state. Replying to a query by an RTI activist, the municipal administration and urban development (MA&UD) department refused to furnish the details of the agreement, stating that "such information falls under the exemptions provided as per section 8 (1) of the RTI Act. Hence, the information cannot be provided." As per the RTI Act, there are 10 provisions under Section 8 (1) to which the state can take recourse to for withholding information. Some of the provisions are: If the information is sensitive to the sovereignty and security of the country; information forbidden for publication by any court of law or tribunal or the disclosure of which may constitute contempt of court; information of commercial confidence, trade secrets or intellectual property; the disclosure of which would harm the competitive position of a third party, etc. However, the authorities did not mention under what provision of section 8 (1) they are withholding the information. "Under no circumstance can the AP government claim exemption under Section 8 (1) in this instance as the master plan is for a public cause," RTI activist TV Bhaskar Rao said. Earlier, the AP government had claimed that the MoU is part of government to government initiative and that the master plan will be made public for debate and opinion. "If the Singapore government is preparing the master plan free of cost, what is the problem in the state government making public the MoU. Not disclosing the same will give rise to speculations that there is something hanky panky in it," said Vadde Sobhanadreeswara Rao, former TDP minister who is actively fighting for the rights of farmers in the capital area. When contacted, an RTI commissioner who did not want to be named told TOI that "the information seeker can go for higher appeal."
