Because they know that 80% people coming from India they know that with per country quota on H1B they dont receive 50% of applications. So they dont want loose tax amount. But then same H1B people applying for GC why they have per country quota? Because 80% of people end up paying taxes for years and years and they dont want to loose tax dollars.
