Anyone can own a datacenter, if the running expenditures can be met.

You can start with 10 systems and grow your business slowly.

You need a dust free cool place to locate your racks or tower servers.

You need a dedicated power supply system which should have atleast three different source - eg. Direct EB power line, an UPS with atleast 24 hour back up to give power supply to all the systems and a genset, if other two fails. There will be atleast Rs 2500 expense against electricity alone - if you are not running genset - if you run genset - then it will add up a lot more.

You need atleast two internet connectivity with atleast 10 mbps speed. This will cost you atleast Rs 50,000 per month for each connection + applicable taxes. So, your running expenditure will be about Rs 100,000 per month for connectivity alone.

You need atleast one fully qualified staff for 12 hours, making two people to work on shifts. A qualified person will ask atleast Rs 20,000 as salary per month. So, it will be Rs 40,000 per month.

You will need telephone, marketing expenses and others which all will make to atleast Rs 200,000 per month.

I have not discussed anything on OS and other such stuffs which will again add your running expenditure.

If you add up more number of servers in a short period, then you can manage to continue your datacenter business.
