Political storm erupts over land norms for Andhra’s new capital Posted at: May 19 2015 12:35AM Hyderabad, May 18 The Andhra Pradesh Government’s move to give land to private developers on 99-year lease in the new capital city area has triggered a political controversy with the Opposition demanding withdrawal of the decision. As part of efforts to push for rapid development of the new capital (Amaravathi) in south coastal Guntur district, the Telugu Desam Party (TDP) government issued a notification offering to give land to private parties or joint capital investors on 99-year lease. The institutions taking land on lease will be allowed to raise finances by mortgaging it, the notification said. The newly constituted Capital City Development and Management Company (CCDMC) has also been given more powers, including collection of various charges. The Principal Secretary of the Municipal Administration and Urban Development Department will be the ex officio chairman of the board of directors of the CCDMC, which has been established under the Companies Act, 2013, for the development of Amaravathi. The AP Capital Regional Development Authority (APCRDA) has so far pooled around 32,000 acre land for the capital in the Vijayawada-Guntur region. Taking objection to the move, the YSR Congress Party, headed by YS Jagan Mohan Reddy, demanded immediate withdrawal of the notification, accusing the government of having a “hidden agenda” in the land acquisition policy. “The fertile land taken from farmers will be given on a platter to private parties, who can mortgage it and raise loans and benefit immensely. The 99-year lease norm is highly objectionable as the government lasts only for four years while the period of lease spreads to over three to four generations. The maximum lease given could be only 30 years,” party general secretary D Prasada Rao said. As per the notification, the CCDMC will prepare a detailed development plan for the capital, based on the approved master plan, and get it approved from the AP Capital Region Development Authority (APCRDA). It will also design, develop, implement, operate and maintain the capital city, including providing various city services.
