Hi Relax. States are divided based on linguistic ethnicity in India. Under what category does Delhi become a state? Ofcourse Delhi doesn't need a CM. that's why even people there don't care which donkey becomes CM. Its best to put Delhi as an UT (which it already is), and simply have mayor for it, with the Home ministry taking care of the law and order in Delhi.
