Solar power at cheaper rate in Telangana; 2,747 MW to be generated

The Telangana government on Wednesday announced its broad framework for solar power that envisaged making available 2,747 MW of power before kharif in 2016 with the power purchase agreements (PPAs) for a lion’s share being much less than Rs. 6.45 a unit.

An official release said tender process was in progress for 2,000 MW out of 2,747 MW and the last date was June 15. The response was overwhelming as bids were received for 6,000 MW so far, but they will be pegged at 2,000 MW and agreements entered into at Rs. 6.45 a unit which will be the ceiling price under reverse bidding. It meant that all quotations will be finalised at less than Rs. 6.45 a unit.

The price for 515 MW, which was finalised in November last whose works were in progress, was Rs. 6.72 a unit while it was Rs. 6.49 a unit for the remaining 232 MW entered into by the Congress government.

A unique feature of the new policy is that the generation will be as per the requirement of each district and capacity of substations. The utilisation of power will be local. The power deficit at the substations will be filled with solar power.

Only 40 MW will be supplied to the substation, for instance, if its capacity to handle was 50 MW and the solar plant in the area generated 10 MW.

It will eliminate problems of maintenance on the grid and power production could be decentralised. There will also be clarity on the quantum of solar power to be supplied for each district, the release said.

An upper limit has been fixed district wise in the tendering for the 2,000 MW. Thus, Mahabubnagar has been allotted 400 MW, Medak – 500 MW, Nalgonda – 600 MW, Ranga Reddy (south) – 100 MW, Warnagal – 300 MW, Karimnagar – 300 MW, Khammam – 200 MW, Nizamabad – 400 MW and Adilabad – 200 MW.

For the struggling capital goods sector, the creation of Telangana state is proving to be a bright spark in an otherwise lacklustre order inflows outlook. Public sector equipment major Bharat Heavy Electricals Ltd (BHEL) on Tuesday announced that it had bagged a Rs 17,950 crore order from the new state — the single-largest order in BHEL’s 51-year history and one of the biggest orders ever placed in the country’s capital goods sector — for setting up a new thermal power project in the state.

To put it in perspective, this single order is nearly 60 per cent of the company’s orders inflow (Rs 30,814 crore) recorded during the whole of the last fiscal (2014-15).

The order placed by the Telangana State Power Generation Corporation Ltd (TSGENCO) for setting up a new 4,000 MW supercritical thermal project comes on the back of two other big-ticket orders won by BHEL late last fiscal — to set up Telangana’s first supercritical thermal power plant of 800 MW rating at Kothagudem in December 2014, and an order for a 1080 MW thermal power station at Manuguru in Khammam district in March 2015.

The two orders were primarily responsible for a 10 per cent surge in BHEL’s order inflows last fiscal (topping Rs 30,000 crore as against a provisional estimate of Rs 21,000 crore made earlier in the year), even as private sector orders have dried up almost completely for the equipment firm.

“The project would be carried out on fast track basis with both BHEL and TSGENCO setting up teams to expedite clearances and speedy execution of the project. BHEL’s scope of work in the project includes design, engineering, manufacture, supply, construction, testing and commissioning of the 5×800 MW thermal sets on an EPC basis,” said a senior BHEL executive on the latest order.

It’s not just BHEL alone. Engineering firm Larsen & Toubro (L&T) got a boost with the K Chandrasekhar Rao government proposing an extension of the upcoming Hyderabad metro rail network at a detailed review meeting held last month. The 72-km-long elevated metro rail project is being executed by L&T under public, private partnership mode. The state government has allocated Rs 2,000 crore for road widening and land acquisition so far.

Also, in an effort to improve road connectivity in Telangana, the Centre is taking up as many as 26 new national highway projects covering a length of 920 km at a cost of Rs 6,400 crore. The Telangana government has also submitted a proposal to the Centre for setting up a dry port in the state.

In his budget presented in November 2014, Telangana Finance Minister Eatela Rajender had said the power-starved state would add 20,000 MW over the next five years and the road network would be strengthened by infusing Rs 10,000 crore over the next two years. The plan included double-laning of roads connecting mandal headquarters to district headquarters.

Even as the Union finance ministry has made out a case for considering the need to revive public investment as one of the key engines of growth, new projects of the scale and size that can offer an incremental push to the capital goods sector have been largely lacking. The steady stream of infrastructure orders from Telangana comes at a time when the core sector companies and capital goods firms have been struggling, with BHEL having reported its worst results in at least five years, with a sharp 24 per cent drop in turnover in its provisional numbers for 2014-15. L&T has been struggling too, with the company having cut its order book position twice this year already.

It goes something like this, up untol 80's the political System is litle better at-least politicians had some ideology but after that period we saw many corruptions, scandals, horse trading and corporatization of politics. On corporatization of politics He also described the political parties are being run on the leaders brand identity for example say TRS, people give a zilch about MLA what they see is KCR and for them TRs is KCR. Even for that matter BJP struggled with out a decisive leader for a decade before modi took over. In ideology and principle all parties are doing the same. Every regional party survival depend on party head for example imagine a party with out jaya lalita, mamata banerjee, and even cbn or jagan.

Now, I'd like a list of companies that have made a profit selling solar energy or even just selling solar panels.

 

It sounds like a good idea on paper. but what about land acquisition? 500mw of solar generation needs how much land - assuming 5-10 acres per mw. It also need extra for storage systems.

 

Solar works better as individual or community supplier of power. Even here it is expensive. but definitely not as a power plant to feed cities.

 

1mw of solar will cost around 3 crores, excluding land.

 

and it'll generate 1000*24*365*0.2 = approx. 2 million units per year. (assuming 20% efficiency)

 

so revenue generated = 2 mil * 6.5/unit = 1.3 crores.

 

cost of industrial loans = 13.5%

 

so the ROI will be in about 3-4 yrs (assuming maintenance expenses, tax on income, etc).

 

and this is without considering the battery systems needed to keep supplying power through the day.

 

If that is considered, then ROI drops to 10-12yrs (batteries are more expensive than solar panels). 

 

And if the cost of land is added :)

 

On top of all this, if the state govt doesn't pay its dues in time, the power supplier is fcuked :)

 

so unless the power supplier also owns the transmission, its a losing proposition.

 

I'd like to hear from someone who's actually made a profit from selling solar power to the govt. captive solar power plants are different.

u're actually being too generous with the numbers ,

 

these are the figures that i calculated in the past , im copy/pasting the same comment here agn , 

 

 

 

 

one of the disadvantages that i know of is that AP government is paying Rs.6.49 per unit  , this is like one of the lowest prices in India ...

 

it costs about 7-8Cr per megawatt and u can get about 70% loan ( 5Crores) at about 14-16% interest rates ..

 

your EMI will be close to 10lakhs per month and maintenance charges will be about 1-2lakhs per month 

 

thats about 1.4crores per year .... 

 

1MW power plant untey it generates about 1.5-1.7 million units a year , thats about 97lakhs in revenue per year ...

 

antey u will run with about 43lakhs deficit EVERY YEAR untill u break even ( 1.4cr - 97lakhs ) .... if u have the capacity to bear that , its a very good venture actually ....
