Firstly section 8 still says the law and order is under TG police and its ministers, only that Governor has final say in regards to topics of harmony not that he runs the day to day show. secondly ACB doesn't fall under the limits of section 8..there is only one ACB for the entire state and not that they have another GHMC ACB
