H1B Receipt Raledu ......inka But Have The Receipt Number

Hi Babulu.... naa case lo I found a desi employer and filed a H1B for my cousin. The deal was to initially pay $1500 and if H1B gets picked then I need to pay the rest of the amount. So now when I contact the employer, he is stating that H1B application didn't get picked and he is still waiting for return receipt letter. And he is stating that the $1500 is for the Labor filing and Attorney charges. 

 

So yevarikaina H1B pick avani vallaki eee return receipt vachaaya.....?

Any idea how much it would cost for Labor and Attorney fees?

attorney fees ki andar anthae teskuntar .. kani actual ga mana h1 file ni outsource chestaru if he is really doing and chinna company ithae . US lo attorny tho chepiste 1500 avthai .. h1 esaado ledo anaedi nammakame jeevitham type . you can ask for LCA , fedex reciept etc .. but he can cheat even in that

But what about return receipt/packet? I was told that INS will send a letter stating that the application didn't get picked in the lottery and to try filing next year (if required). Basically this confirms that the H1B was applied and didn;'t get picked in the lottery process.
