believe me or not last time ilaanti administration chusindi NTR first time power lo ki ochinappudu , he literally brought all the honest IPS and IAS officers and administration lo vaallaki free hand ichaadu , that changed the state for the better  ..

 

tarvatha similar strategy Lalu prasad yadav vaadadu when he was the railway minister , 10 IAS officers ki free hand ichaadu to manage the railways and that changed it for the better..

 

now KCR is following a similar strategy , honest IAS/IPS officers ni important postions lo petti vaallaki free hand isthunnaadu , and so far its working pretty good ...
