Is There a Threat of Oligarchy in India? - Raghuram Rajan

awesome speech at the right convention. the bombay chamber of commerce - den of corporate thieves in India.

I don't know what to say, other than that I have written about almost all of this at various time on this db itself.

Many of the financial sector chokepoints to the economy are the creation of RBI itself. Rajan is worried that loosening RBI purse strings more would increase the already huge wealth gap in India, but not among those billionaires.

the wealth gap in India is not that startling between middle class and the super rich, it is unbearably great between the middle class and the poor.

loose monetary expansion will create new batch of millionaires, if the policies are geared towards funding SMEs. I have another version of this speech geared towards politicians - to borrow like there's no tomorrow and spend it on infra, education, health and sanitation.

and to create policies that let local govts at the municipal and panchayat level borrow to grow.

But then I guess he doesn't trust politicians. which makes me curious. why does he trust those industrialists? they are equally untrustworthy.

So Rajan is a part of the problem too.

But I don't quite understand the huge problem with the politician-industrialist nexus. It is natural in a fast growing economy.

The problem itself is less than optimal use of natural resources. Like for eg. allocation of coal blocks not for one's use, but to prevent its use by another. so the coal block winner sits on the resource without developing it and thus adding to huge drain on public economy and finance.

and the cost escalation of public projects due to lack of transparency. This is not something the industralists can really change.

He's right on direct money transfers to the poor, but not sure how it'd work in a country like India that has huge CPI inflation. Will the transfers be indexed to inflation?

In Canada, Calgary and Edmonton cities have started to discuss the guaranteed income scheme very seriously. The data on how successful it is, will not be clear until they have started. but I think its a great idea for a country like Canada. Not so much for India. The TamilNadu model is the best for India.

schemes for poor should be targeted and be corruption free. And corruption and rent seeking should exist only at the industry level. I don't know if TamilNadu will fall back on competitiveness because of this harassment of industrialists. So far, it hasn't. maybe because the rest of the states suck too much in comparison.

In this tirade against the politicians, Mr. Rajan has forgotten the reality of social structure in India, the caste system - that needs to be broken first before comparisons with the US's gilded age can be made.

Also inflation in India, is because of institutional deficiencies (including that of access denial due to caste), and will not be fixed by rootless politicians, unconnected with their electorate's needs.

Even Mr.Rajan's US suffers from huge income disparity. according to some measures, even more than India.

following Rajan's prescription about direct transfers will create such disparity in India too, unless there's an exponential rise in the taxes on incomes of the rich.

In an already choked fiscal space to states, such direct transfers from the center to the poor will make the states even more irrelevant.

More than the US, India should aspire to emulate Canada, whose central govt is less powerful than the provincial govts.

But yeah, I agree with the general mood in Rajan's speech. That there must be urgent reforms, but I only disagree that the central govt must initiate them. All of the ones he's worried about can be taken care of by the states.

ofcourse its easy for me to say, because I've seen it work well in TN, while states like Bihar have horrible politicians to choose from.

I have no idea how to make states like Bihar and UP take up social welfare with some zest, and also take up the responsibility of the required reforms.
