The Administration continues to move forward with the President’s November 20th actions

regarding the following improvements:

Expand opportunities for foreign investors, researchers, and entrepreneurs. In order to improve options that create more jobs in the United States and boost our economy, DHS will propose, consistent with its existing parole authority, a parole program for

entrepreneurs who would provide a “significant public benefit,” for example, because they have been awarded substantial U.S. investor financing or otherwise hold the promise of innovation and job creation through the development of new technologies. DHS will

also clarify guidance

Strengthen and improve the Optional Practical Training (OPT) Program for foreign students and graduates from U.S. universities. DHS is evaluating the OPT program to determine how to enhance the program in a manner that strengthens the program and improves training for students who will enhance American innovation and

competitiveness, while protecting U.S. workers.
