yes.. now only option is to introduce or amend the existing bill with special status.. but it won't pass in Rajya Sabha (bjp is in minority there)... center cannot just give special status unfortunately.. there will be legal challenges from Bihar, Telangana..

 

Under the current VAT model, I don't see much of a problem in giving special statuses.

 

BJP gave it to, what, 3-4 states last time around when they were in power?

Actual ga adhe chesaru and avishvasam pettaru govt meeda, but dhanni skip Chesi bill passed chesaru which is against law, case nadustindi sc lo..

see, I don't understand this 'sector' business in Niti Ayog. Its not like only those states within a sector have interdependent economies. 

 

The biggest problem with implementing special status will come from GST. When the states are already losing VAT revenue because entire country becomes one market - and one can manufacture their product anywhere and sell it anywhere, it'll be hard to convince them to agree to giving special status to one state - either bihar or AP/TG.

 

Why exactly were there sectors in Niti Ayog? was there any point to that classification? I can read up on it, if you don't wish to write.

 

sector or sub groups are special focus groups which recommend to the NITI ayog governing council.. for example sub groups to study and make recommendations for skill development, centrally sponsored schemes and swacch bharat mission.. basically the sub groups are formed based on like-minded states which share same problems (may not be interdependent economies) but interdependent resources etc. So to study the special status they have to form a sub group with similar states in south india.. even with VAT now with new planning commision states are getting more share from central taxes..

Those states bills were different, those bills had consensus even in the dividing states.. so the bills were more balanced.. their special status were promised directly in the bill.. thats y bjp during the ap reorg bill wanted a debate to discuss these issues.. but there was drama from ap leaders and no debate and bill passed with voice vote..

Central component of VAT is too little. Almost all of VAT revenue now belongs to the state. Most of the central share comes from service taxes, and income taxes, central excise, central sales tax.

 

In my opinion, implementing GST is the biggest hurdle to giving special status to any state. With GST, govt share of sales taxes will grow exponentially, and the states will lose heavily, especially because one can claim GST deduction irrespective of where the product was manufactured and sold.

 

simple thing to do, is to fight against GST.

There was never consensus on awarding special status. even until 2012, Haryana was crying on special status to Himachal and Uttarakhand.

 

Punjab mentions it as the number 1 reason for slowing of manufacturing growth in its state.

 

ap reorg bill and the drama is okay. but cut to the present, I don't think it is the bill or Niti Ayog that is stopping BJP from considering special status to AP.

GST is supported by most states actually.. but the argument from center is that they are giving that GST share about 60% back to states.. not sure about details.. thats what i understood from last budget..
