not sure.. when they changed the structure of planning commission... they changed the name to reflect NITI=National Institution for Transforming India.. but it also sounds like niti=policy and ayog=commission == policy commision..

yes. it matters a great deal. It gives huge advantage to native speakers of the language.

 

also expecting tamil/malayalee/telugu to learn Hindi and compete with a native Hindi speaker is beyond stupid.

 

It would have killed regional languages. English didn't kill them. Because everyone is equally bad at it.

Look at europe they all have different languages but for official purposes they use english as link language.  manaki rendu link languages enduku bokka.  Hindi only 30% to 40% population ki  matrame vacchu danni tesukuvelli mottam country meda ela ruddutharu?  adhe try chesithey alagi gobbi meda 10garu tamil ollu . malli adhe jarugtundi ani chepparu anduke vennakki thaggaru full majority unna koda.
