yeah , even is TN is one of the worst states in that aspect .

 

GM already has one of its largest automobile manufacturing plants in MH, Now i think its investing more in to it

But anyways MH as mumbai, pune, nagpur and ahmed nagar which are alredy industrial cities... its just addon for MH
