I don't think so..cos earlier Naya Raipur also followed same land pooling model ..It has become success in AP ..because people are in the illusion that their land will fetch them millions (just like Hyderabad lands during real estate boom)

It may work in other cities as the situation is different, as there no artificial real estate  real estate boom
