హైదరాబాద్ , ఆగస్టు 23 : తనను ఏపీకి కేటాయించడం అన్యాయమంటూ జీహెచ్‌ఎంసీ ప్రత్యేక అధికారి సోమేష్‌కుమార్‌ అసంతృప్తిని వ్యక్తం చేశాడు. ఆదివారం కేంద్ర మంత్రి వెంకయ్యను ఆయన కలిశారు. తనను ఏపీకి కేటాయించడం అన్యాయమని, తిరిగి తెలంగాణకే కేటాయించేలా చూడాలని వెంకయ్యనాయుడికి సోమేష్‌కుమార్‌ విజ్ఞప్తి చేశారు.

GHMC Special Commissioner Somesh Kumar today complained to Union Minister M Venkaiah Naidu that injustice meted out to him by allotting to Andhra Pradesh instead of Telangana State as part of officials bifurcation. Somesh on Sunday met the union minister and appealed him to retain him in Telangana State as he is not willing to work in Andhra Pradesh state. He expressed discontent that he was allotted to the neighbouring state against his wish of Telangana

Nine IAS officers allotted to Andhra Pradesh and Telangana each in the provisional list could succeed in swapping their State cadres as allowed by the Department of Personnel and Training.

Pratyush Sinha Committee, which received the requests from about 30 to 40 officers, cleared the requests of nine officers each according to the stipulated normsin a meeting held at New Delhi on Monday.

However, IAS officers Somesh Kumar, GHMC Special Officer, and Poonam Malakondaiah, Principal Secretary, Woman and Child Welfare allotted to A.P. but not relieved by Telangana could not be accommodated on the basis of swapping provisions and they would remain with the AP cadre. Adityanath Das, allotted to AP but sought a swap to Telangana, was also not successful.

J.S.V. Prasad, allotted to Telangana, however, came back to AP cadre by swapping the cadre with Shanti Kumari allotted to AP, B.P. Acharya allotted to AP swapped the State cadre with Ajay Sawhney, who was provisionally allotted to Telangana.

The following is the list of officers allotted to the State cadre of their choice after swapping with their counterparts in the other State. Mr. Parida (AP) and S.N. Mohanty (TS); Randeep Sudan (AP) and Shashank Goel (TS); Rajat Bhargava (AP) and Rajat Kumar (TS); Ajay Jain (AP) and G. Ashok Kumar (TS); A.K. Singhal (AP) and Jayesh Ranjan (TS); Praveen Prakash (AP) and Vikas Raj (TS); Siddharth Jain (AP) and Seshadri (TS).

As many as eight officers could not change their State cadre, including Somesh Kumar, Poonam Malakondaiah, Adityanath Das and it is expected that one or two officers who already filed petition in the Central Administrative Tribunal against the committee’s guidelines may move the court.

Earlier in the day, Pratyush Sinha Committee met, considered the representations from officers for change of cadre and approved those requests which met the laid down criteria. AP Chief Secretary I.Y.R. Krishna Rao and his Telangana counterpart Rajiv Sharma as members of the committee attended the meeting at Delhi.

Interestingly, Mr. Somesh Kumar has been allotted to Andhra Pradesh cadre after final allocation by the Pratyush Sinha committee. Mr. Kumar had challenged the allotment and filed a petition in the Central Administrative Tribunal seeking an order to retain him in Telangana cadre.

It may be mentioned here that Judicature of High Court of Hyderabad had recently passed orders directing the Telangana Government to conduct elections to GHMC before December. Chief Minister K.
