Normally the Billing Rates are higher in New England states(MA,CT,NH,RI and also in NY,NJ) along with DC belt and CA and IL. 

 

Midwest is lower on bill rates. One of the reason is the Finance and Healthcare firms normally pay more $ph compared to other Industries (retail).

 

Texas is average on Bill Rates...but again any "niche technology" has good rates in Texas, Midwest and Southern states too....

Yes it is possible....did you work is East coast and if you are comparing it to what you are getting in Texas is not the best parameter to judge the bill rate PH in East coast vs Texas.

 

Compare with what other consultants or contractors of your tech skill are getting in East Coast. 

 

Normally the East Coast and Calif has lil higher bill rates, but as i said "conditions Apply".
