Even with single airport (heathrow) the terminals are physically located at different places requiring to come out. Same terminal (or building) aithe..they don't have to come out and don't need to go through immigration and security..and they will get direct transit visa (there is no such thing as visa for this, it is automatic).

Once, my f-1 visa and i-20 were checked at Frankfurt airport. At London, they checked my passport and H1-visa stamp (not the documents). After that, I preferred Emirates, Singapore, etihad, qatar etc where they check only passports and nothing else. Why take the risks with all the transit visas and document checkings?
