if you are hinting at KCR, no he is not, he was quite big even before KCR formed TRS, by late 90's he already built buildings like Lifestyle etc. the real boom might have contrbuted to his success. there are many people who made big because of the contributing factors (real boom),  even established players like Raheja made their presense only felt from the 1990s. sometimes it is luck
