In my opinion, age is no criteria for becoming a lady. I do believe that there is alittle difference between a 'lady' and a 'woman'. 
As you grow older and more physically mature, you transform from a girl into a 'woman'. However, keep in mind that every woman isn't a lady, just as every man may not be a gentleman. 

In older times, the word lady referred to the wives of British knights and Generals, and I think some of the meaning of the word has stuck from there. You must have heard the term 'ladylike', which means that ladies act like females supposedly should. A lady, therefore, in simple terms, is a woman of refined behaviour and speech; she is polite, pleasant, classy and her manner has courtesy and care. But most of all, she has a high regard and confidence in herself. 

So, when you find a girl that has all these qualities in herself and behaves maturely, carrying herself with confidence, then, I think, she has become or is a lady.
