yeah. thanks greatly to the British, TN has had good governance for a long time.

 

several telugus migrated from Madras to Hyderabad and took with them that culture too.

 

But until 1991, TN, along with the rest of south India was a mess. It just had, like you said, brahmins at influential positions throwing breadcrumbs at TN. nothing more.
