It's Time To Hop Onto Andhra Pradesh Bus

India is moving fast and Andhra Pradesh faster. And if Singapore investors want to cash in, now is the time. Don't miss this opportunity or you will miss the bus. This was Andhra Pradesh chief minister Chandrababu Naidu's message to the Singapore investor community at an interactive session organised by the Institute of South Asian Studies on Sept 21.

Mr Naidu pointed to several advantages his new state has, one of them being its young population. The state's long coastline was another, one which has several deep-water ports, something many other states in India cannot offer. The state is also blessed with abundant water resources, mineral wealth and varied agricultural produce which needs value addition.

While all these are incentives, it is his mammoth capital-building project which he wanted Singapore and its investors to take a closer look at.

Mr Naidu had during his nine-year rule starting in 1995 changed the face of Hyderabad as chief minister of unified Andhra Pradesh. He is now left without a capital after the bifurcation of the state into Telangana and Andhra Pradesh. But the savvy leader says he sees a big opportunity in this.

The foundation stone for the new capital Amaravati will be laid on Oct 22 by Indian prime minister Narendra Modi and he hopes Singapore Prime Minister Lee Hsien Loong will attend the ceremony. His vision is not just to make the capital city No. 1 in India but also one of the top cities in the world and hopes Singapore will assist him in bringing the best practices and knowledge to develop the city.

One of his challenges, he told his audience at the Sheraton Towers Hotel, is to create jobs and for this he is willing to offer land to investors who can create jobs. His government is negotiating with firms like Foxconn and Xiaomi to set up factories in Andhra Pradesh by giving them land in return for creating jobs. He told the media later that he is also speaking to Indian companies with a similar offer.

He told the gathering that he will come again to Singapore, each time with specific project reports for investors to consider putting their money in. He gave everyone a guarantee that any problem they would encounter would be sorted out across the table. Mr Naidu even spoke of creating a desk at the Indian High Commission in Singapore to promote investment in his state.

Some owners of small and medium-sized businesses who had come for the session felt Mr Naidu was looking for big bucks investment and they may not be the kind he is looking for. There are many Singaporeans who are of the view that Mr Naidu has a good track record and he is someone worth doing business with. But for want of investing huge capital, many small investors may not be able to hop on board his Andhra Pradesh bus. Will the creation of a fund similar to Parameswara Holdings, set up in 1993 with a paid-up capital of $10 million to invest in India, be the answer?
