Hyderabad police deny permission for march over Maoists' killings


Hyderabad police have denied permission to Telangana Democratic Front (TDF), an umbrella of several mass organisations, to march to the assembly on Wednesday to protest killings of two Maoists on grounds that Maoists may participate and indulge in violence.

While rejecting TDF's application for permission for the march, the police said TDF was formed and the call for the march was given at the instance of banned Communist Party of India-Maoist.

TDF had called for "chalo assembly", a march from Sundaraiah Park to the assembly building to protest the killings of two Maoists by the police in "staged-managed" gunfight.

Maoists Shruthi and Vidyasagar were killed near Medaram of Warangal district on September 16. It was the first case after the formation of separate Telangana state last year.

A total of 370 organisations including 10 left parties and the groups which fought for separate Telangana state, have come together under the banner of TDF to condemn the killings. The group which also include revolutionary writer Varavara Rao and intellectuals like Haragopal, Chuka Ramaiah and Kodandaram alleged that Telangana Rashtra Samithi (TRS) government has gone back on its word that no staged killings will take place in the state.

The TDF headed by Chada Venkat Reddy, state secretary of Communist Party of India (CPI), is demanding probe by a sitting judge into the killings.

Alleging that the woman Maoist was raped before being shot dead, it demanded that cases be filed under Nirbhaya Act on the perpetrators.

While denying permission for 'chalo assembly', Deputy Commissioner of Police V. B. Kamalasan Reddy said in his orders that it is reliably learnt that TDF was formed at the instance of CPI-Maoist and this programme is being organised in support of the furtherance of its cause and ideology.

Noting that CPI-Maoist and all its formations and front organizations were banned and declared as terrorist organisations by the Indian government, he expressed the apprehension that open cadres, supporters, sympathisers and activists of all mass organisations of CPI-Maoist from Telangana, Chhattisgarh, Jharkhand and Andhra-Orissa Border will reach Hyderabad in large numbers and indulge in large scale violence.

HYDERABAD: The recent spotting of some naxals in Telangana was the result of a rift between the extremists belonging to Chhattisgarh and Telangana, a top police official said and ruled out the resurgence of the Maoist movement in the new state. 

It is because of the inter-cadre dispute that extremists from Telangana had to return to their native state. "A few naxals had come to Warangal for a short period from Chattisgarh. This resulted in the gunning down of two Maoists and arrest of three others. There has been no naxal resurgence in Telangana," is the firm view of this top cop. 

According to sources in the Telangana police, there has been an increasing build up of animosity between the Maoists from Telangana who are holed up in Chhatisgarh and the local leaders. "For the past few years, the Chhattisgarh cadre have been unhappy over the continued presence of their colleagues from Telangana in their state and have been demanding that the Telangana Maoists return to their state and revive the movement. However, the Telangana leaders preferred to stay put in Chhattisgarh as they felt they could become victims in the hands of the Telangana police. 

The Chhattisgarh naxals are unhappy over the presence of their colleagues from Telangana because they feel that the attention of the police of the two states is focused on them. "While they face the heat from the Chhatisgarh police, the fact that the Telangana naxals are also holed up there and not active in their native state is leading to the neighobouring state police to focus on the Chhatisgarh hideouts of the naxals. Quite regularly, the Telangana police have forayed into Chhattisgarh areas bordering with Khammam in search of the naxals. Because of this, Chhatisgarh naxals have been insisting that their comrades from Telangana return to their native state so that the Telangana cops' focus would deflect from them, but the latter were reluctant to do so till last year," the sources said. 

The second reason for the Chattisgarh cadre's demand was that they wanted the Telangana naxals to revive their contacts in villages and revive the movement in their native state. "Finally, at the plenary in March this year, it was decided that the Telangana cadre will return to their native state for a few months every year," said the sources. 

It is learnt that there are nearly five dalams (each comprising seven members) from Telangana active in Chhattisgarh. Following the decision at the plenary, between July and September this year, a few Telangana naxals crossed the Godavari river and entered Warangal and other parts of Telangana, said the sources. 

According to the police sources, the extremists who figured in the Warangal encounter did contact some villagers, but the outfit reportedly made no headway in gathering sympathisers to their cause. Apparently, those who sneaked into Telangana from Chhatisgarh are mostly the armed ones who take part in violent acts and not those who can promote the Maoist ideology and carry out recruitment. 

"Though the cadre hail from Telangana, they have poor knowledge of the topography of the new state because of which they fell victims to the police. As of now, there are only three persons from Telangana- Area Committee secretary Damodhar, Telangana state committee secretary Hari Bhushan and an unidentified third person who are experts in the topography of the new state. However, all of them are still in Chhattisgarh," they said. 

It is believed that the Maoists might have entered Telangana at Karimnagar and then moved to Warangal. The other possibility is Khammam district, which has more Maoist presence as it borders the hotbed areas of the Maoists in Chhattisgarh. 

Already, security of ministers and MLAs hailing from Warangal, Karimnagar and Khammam has been increased when they are on the move inside these districts. But the general perception in the Telangana police is that it was the inter-cadre dispute that led to the presence of a few naxals in Telangana.
