Do we need to ask for "Individual Taxpayer Identification Numbers and Form W-7" service for getting TIN for H4. When do we need to apply ? where do we apply ? is it IRS office. what all documents needed ? i have checked but did not get right info. what is the process ? Please share your thoughts...

In my paystubs i havent mentioned yet abt dependent..i am thinking to do that from next year beginning... i will be filing taxes jointly and while i file i need this...so can i apply sometime in oct or nov ??

You either apply for SSN using H4-EAD, if just H4 then wait until next year tax filing, appudu request for ITIN. I guess you can apply early, shouldn't be a problem.

Even if you get married on Jan-01-2015, you have to wait until 2016 when you file your tax returns. Also, I'm not 100% sure but spouse has to come to US in 2015 for you to do that Process: Once you tax returns are ready, 1. Take these tax returns 1040 along with form W-7, marriage certificate, spouse's original passport and I-94 to the nearest IRS office. List of offices should be on the IRS website. YOUR SPOUSE MUST ACCOMPANY YOU. 2. If you cannot go personally then mail 1040 along with W-7,I-94, copy of marriage certificate & ORIGINAL passport to IRS office. Some say original passport not required and you can send notarized copy from Indian embassy will do but I'm not sure about that If your spouse is eligible for H4 EAD, I would recommend you do that as getting SSN is better and easier than ITIN.
