H1 Transfer From India

I got h1 visa for 3 years starts from this Oct. I looking your expert advise on transfer without travel to USA. I few questions on this.

 

1) Can I transfer my current H1 to another employer from India. May be Indian company or US company? If yes,

2) My current employer will do any action on my H1 petition such as revoking etc..

3) How much time it's take for transfer.

4) Pls advise whether I have initiate transfer before I join the company or after in India?

Once you are cap counted and H1 approved you can transfer to employer of choice, My colleague transferred to CTS while in India itself while his initial H1 was sponsored by some Indian consultancy here..
