Tax Doubt - Need Advice

My brother is planning to come USA on DEC 15th. He is on H1B. If he comes on Dec 15th, Do we need to submit tax documents for this year(2015)? techinically he will get pay on Jan 7th.

yes he need to file tax returns next year for year 2015 but he will get all that tax money back anyways because he will be working like only 10 days
