phani41 Posted October 20, 2015 Report Posted October 20, 2015 HYDERABAD: In a game-changing move, the Krishna River Management Board (KRMB), created under the Andhra Pradesh Reorganisation Bill, 2014, has proposed to take over all reservoirs across the river in Telangana and Andhra Pradesh. The board has finalized an operational manual and submitted it to the Union water resources ministry for approval. The ministry, in turn, has asked the two state governments to submit their remarks on the manual so that it could go ahead and notify the 'takeover' through a gazette notification. Sources in the AP irrigation department said KRMB has sent the proposal on the takeover of Srisailam and Nagarjunasagar reservoirs for management by its own staff. The board said that it will decide on water release dates, time and quantity based on the requirements of the respective state. Similarly, the board will also decide when to operate the power generation units under the two major reservoirs. The move will put an end to the water and power disputes between AP and Telangana. Both the states have been fighting over release of water from reservoirs and generation of power ever since the bifurcation in June last year. The fight often took an ugly turn with police and irrigation officials of the two states clashing publicly. The Centre had to post its paramilitary forces at the dams to enforce law and order. "Based on the previous experiences and incidents, the KRMB has decided to take over the two major reservoirs. It will be notified once the Centre gives the approval," said a senior official in the AP irrigation department. Sources said the board will decide even on the storage of water based on the Bachawat and Brijesh Kumar Tribunal awards. The KRMB will make sure that the awards passed by Bachawat and Brijesh Kumar tribunals are implemented in toto. The board also decided to take over water-gauging systems at Bhima, Kalwakurthy, Nettempadu and Koilsagar in Telangana and Handri-Neeva and Pothireddypadu in Andhra Pradesh so that data on water inflow, flood water, and discharge for power generation are calculated without any bias. The KRMB will manage the security of the two reservoirs. It will deploy the Central Industrial Security Force (CISF) at Srisailam and Nagarjunasagar dams. It has asked AP and Telangana to bear the expenditure on security, which works out to Rs 10 crore per year. The KRMB decisions on water release will be communicated to the two state governments by the member secretary of the board after approval by two thirds of the members of the board. The decision taken by the board will be binding on the states and if there is any grievance, the state government concerned can make a representation before the Union water resource ministry. "Once the manual is notified, we will take back our staff from the reservoir and power houses. The board will have its own staff to monitor water release and power generation," said an official of AP government.
