It is also the purpose of the govt. you can't have one or one group of castes dominate all others. Merit is a meaningless term here. This is not Quantum Physics we are talking about here. the best you can ask for is, a report card every 15-20 yrs to see how castes that took reservation fared. and revise reservation criteria. In any case, upper caste, even the poorest shouldn't get reservations for the next 100yrs atleast.

He can afford to pay fee but still he wants govt to pay his fee. He got good rank but still he wants to use reservation for better college or better position. everyone is selfish
