Need Help Wid Universities For My Scores Please Please Please

Hi Mams,

I have my brother looking for admissions into some university.
need help with some universities which gives admission for sure for my Acads.
applied for 4 universities and all of them are rejected because he scored 6.0 in IELTS
These universities say thy need 6.5 for admission but he has his friends who joined the same universities with score 6.0 and less.
Looks like they are rejecting because they have too many people for spring 2016.

My GRE: 294
IELTS: 6.0
Acads 60%
Backlogs 10.
Computer Science.

Please help me suggest some universities to which he can get Admission without an issue and that are not blacklisted.
