Why Central Govt. Of India Took So Long To Help Chennai

Central government took so long to declare 'Chennai' a disaster zone and deploy army for rescue efforts. Does it take a whole lot of effort from the whole media for Central govt. to realize this?

 

I never thought about such things before but this made me think. I may be wrong but Chennai has been suffering for more than 10 days and only yesterday help arrived!
