In that case, The only one option to survive and defend HR is,if he has proof of receipt that he paid from his personal account at the time of purchase and get the double charge reverted to the company account by talking to the carrier. This will be an exception if his Manager backs him up.The reason is it is not directly a corporate account from start and  he accidentally upgraded as he thought it is his account.

How can you only think of what your colleague told instead of considering the other point too. In a way of pointing or venting your frustation on some one stating them as cheap..you are also doing the same thing.. being cheap by showing other's cheapness. So no quarrels. Listen to both the stories.
