Private Party Guy will pay to have car registered in his own name and  once you buy it from him  .. you have to register it with DMV in your name ...Once he sells you the car... both of you have to sign the TITLE of the car.. which means he will not be the owner any more... and you will be liable for the car.. how ever if you don't register it with DMV in certain period of time ...and cop's stop you .. you will be in trouble.... more over in States like NJ the owners will take out the Num Plates as well and its old owner's responsibility to drop them in DMV so you have no choice except to register it with DMV for you to drive it ...
