what the excat t & c's, if the timesheets are approved then he has to pay kada as per his agreement only. If he is daring enough and never gonna deal with this emp then make him contact via emails only in regards to pay (i mean only pay related), he being with employer or not is a different issue and a totally different thing. Ask him to email his emp that he might approach dol with approved timesheets if the pay is not deposited, i don't think any emp would take that risk of getting in to the dol sys like that cuz its gonna be bad for the comp reputation wise. Again pay related things are separate and job agreement is separate.

no its Dept of Lab0r , you can complaint that ur employer is not treating you good pay wise as mentioned in the agreement. Ask him strictly i am sure he wont put his comp reputation in jeopardy for your salary (which is nothing to him)
