This sounds like complete fake.. H4 EAD lo you can work on any job irrespective of your qualification.. you can even work in McDonald's. DHS don't have any reason to ask for qualifications when working on H4 EAD. Technically yes you are right, H4 EAD can work anywhere including McDonald's. But I don't think she was coming to US with an intention of working at McDonald's, also as I mentioned in my previous post she has a 2 year old kid living with grandparents in India now.
