as far as i know, snipers team prathi military ki mandatory ga vuntaru. even the frucking Al-khaida and ISIS have also separate snipers team. 
They plaay major role, to cover the Groud team from any obstructions, 

Regarding, SWAT, its US military force which will take over high risk operations, Indaia lo NSG commondos antaru, UK lo UK special force and Elite operatins antaru.
